What is Happy Scratch?
Botswana’s existing gambling framework sets the legal gambling age at 21. The amendment bill would align that threshold with the country’s general age of majority, which is 18.
Supporters of the change argued that people aged 18 to 20 are already treated as adults in many areas of civic and economic life, and that retaining a separate gambling threshold of 21 could push some towards unlicensed sites.
During the committee stage debate, Labour and Home Affairs Minister Major General Pius Mokgware warned parliament against adopting rules that could not be enforced in practice.

But I couldn’t have accomplished half of what I did without all of my colleagues, past and present. I’m still not 100% sure what I’ll be doing next, but I suspect it will still be in the gambling industry. This has been my life for more than a decade, and it’s an industry I continue to love and appreciate. A key question around DEI has long been how the gambling sector can attract diverse talent. Increasingly, however, attention has shifted to whether it can retain the people it attracts.
“One misconception is that DEI is solely about recruitment targets,” Skinner says. “Recruitment is important, but bringing diverse people into an organisation without creating an inclusive culture simply results in higher turnover.”
